I am BIG fan of avoiding crowds at all costs and though it is not a waterpark exactly Parramatta public pools have 2 fun waterslides to enjoy. The cost is from memory about $3 for 6 slides, and given that you also have a diving pool, with boards, an olympic pool, a shallow wading pool for toddlers and a standing depth pool for the over 5 age group, it ticks all the boxes for a fun and relatively inexpensive day out for the kids in the west. Oh, and did I mention that there is both grass and shade for setting up camp for the day.
